*TEMPORARY* PROGRAM COORDINATOR - SAN LUIS OBISPO COUNTY INTEGRATED WASTE MANAGEMENT AUTHORITY (IWMA)
Note: This position is available as a full-time, temporary position. This position will be available starting Monday, March 9, 2026 and will conclude on Friday, July 31, 2026. This position is a temporary, at-will role and does not include health or retirement benefits.
DEFINITION
Under guidance of the Program Manager and direction of the management team, the Program Coordinator plans, implements, and administers the IWMA's comprehensive solid waste management program, acts as a liaison for the IWMA with State, Federal, Local agencies, and performs other related work as required.
TYPICAL TASKS AND REPRESENTATIVE DUTIES
- Researches, develops, and coordinates the implementation of programs to reduce the amount of material disposed of in landfills by county residents, businesses and institutions, assists with the growth, expanding, and/or advancement of the hazardous waste (HHW) collection, and source reduction programs county-wide.
- Researches/designs programs to implement State Mandated HHW, Recycling, and Waste Reduction Plans county-wide.
- Monitors member agencies State Mandated programs for consistency. Coordinates, reviews, and reports to the State data collected for solid waste management programs county-wide.
- Plans, implements, and monitors member agencies' source reduction and recycling programs.
- Promotes public awareness and community involvement in solid waste source reduction, recycling, composting and household hazardous waste programs, coordinates development of goals and policies on solid waste.
- Represents the IWMA as needed, in source reduction, recycling, and food scrap/green waste program areas to the state, federal and local governments and the public at large; represents the IWMA at conferences and other solid waste events.
- Coordinates IWMA programs as appropriate with existing and proposed regional solid waste management efforts; reviews and develops comments for Board review on proposed State and Federal legislation and regulations.
- Provides technical recycling, food scrap/green waste, and source reduction expertise to City, County and Special District staff and the IWMA Board, works with other political bodies and community groups on behalf of the IWMA.
- Prepares written reports and correspondence; assists in the development of RFPs for source reduction, public education, recycling, and composting programs.
- Coordinates with member agencies’ staff as necessary to review and revise ordinances, contracts and agreements affecting solid waste management policies and programs.
- Receives calls from the public on source reduction, recycling, and composting issues.
DISTINGUISHING CHARACTERISTICS:
Under general supervision of the management team, performs duties to increase opportunities for public participation in source reduction, recycling, and food scrap/green waste activities. Coordinates IWMA programs and activities with member agencies and local solid waste service providers. Performs environmental studies related to solid waste management.
EMPLOYMENT STANDARDS
KNOWLEDGE OF:
- Laws, regulations, and practices governing solid waste management including Federal, State, and Local statutes, regulations, legislative and regulatory processes.
- Knowledge of programs related to solid waste generation, storage, collection, transfer, resource recovery and disposal.
- Knowledge of budget policies, recycling, composting, other waste management programs, and activities.
- Legislative processes, governmental procedures and policies, principles of regional, and environmental planning and statistical research methods.
ABILITY TO:
- Plan, organize, and direct various solid waste activities/programs.
- Work independently to collect, interpret, and evaluate program data, analyze program problems, and present viable alternatives/recommendations.
- Read, interpret, and analyze complex technical data on emerging environmental issues related to solid waste management.
- Speak and write clearly, concisely/effectively.
- Represent the IWMA effectively in hearings, in public, and with other agency personnel.
- Work independently.
- Establish/maintain effective working relationships with other City, County, and Special District personnel, and the public to implement IWMA goals and programs.
- Work effectively in a multi-disciplinary environment that includes engineering, planning, health, legal, management professionals, line staff, the private sector, and the public at large.
- Use a computer effectively for word processing, spreadsheet, and database functions.
EDUCATION AND EXPERIENCE
Graduation from an accredited four-year (4) college or university with a degree in public administration, environmental management, or a related field; and, two (2) years of experience in solid waste, recycling and/or waste reduction programs. Applicable job-related experience may be substituted for the required education on a year-for-year basis. A postgraduate degree in a closely related field may be substituted for one (1) year of the required experience.
LICENSES AND CERTIFICATES
A valid driver’s license is required at the time of application. A valid CALIFORNIA driver’s license is required at the time of appointment and must be maintained throughout employment.
ENVIRONMENT:
- Office and field environment, 8 am-5 pm, Monday-Friday, generally.
- Driving a vehicle to conduct work.
- Travel/overnight stays.

WORKING CONDITIONS:
- Must be able to remain in a stationary position 50% of the time.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- This person frequently communicates with stakeholders, vendors, and the public on various issues within the IWMA preview. This person must be able to exchange this information accurately.
